LCDR Payne was enrolled for two years at the University of Wisconsin prior to entering the US Merchant Marine Academy at Kings Point, Long Island, New York in October 1949. He graduated in 1953 and sailed with the Sinclair Refining Company aboard the SS Samuel L. Fuller.
   LCDR Payne entered the navy in April 1954 and was assigned to the USS Natchaug AOG 54. In February 1956 he reported aboard the USS Uhlman DD 687 as Gunnery Officer. In March 1958 he transferred to Officer Candidate School in Newport , Rhode Island as an instructor and Company Officer. In October 1960 he was assigned as Communications Officer on board USS Newport News CA 45 and assisted in the conversion of that ship to the US Second Fleet Flag Ship.
    In June 1962 he transferred  to the Staff of Cruiser Destroyer Flotilla 12 as Communications Officer aboard the USS Canberra CAG 2. In October 1963 LCDR Payne reported to the Naval Communications Station in Athens, Greece as Operations Officer and subsiquently was detailed as Executive Officer.. He reported aboard the New in May 1966.
